McNeil is a business systems analyst specialist with over ten years’ experience developing, implementing and managing medium- to large-scale social protection data management systems. He joined CGA in 2018 and currently supports the Leave No Girl Behind: TEAM Girl Malawi programme as a Technical Developer; designing a tablet-based app to monitor girls’ daily school attendance.
McNeil also works as a Technical Developer on the Global Partnership for Education Malawi programme designing a tablet-based app for zonal EMIS officers to facilitate real-time monitoring of pupil and teacher enrolment, attendance and use of time, with automated reports to school administration, and local and national government.
Prior to joining us, McNeil worked extensively for the Parliament of Malawi, managing and developing their Information Centre over a period of three years and has also developed and implemented social policy information management systems and M&E systems for UNICEF (www.mande.mnssp.org). More recently, he provided technical leadership to Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) for whom he has assisted in the inter-organisational development of Malawi’s first Social Registry: www.ubr.mnssp.org.
Bertin has a Master’s in ICT from the University of Mauritius and a further Certificate in Business Systems Analysis from the University of Cape Town.
