Howard Tytherleigh

Howard is a technology for development specialist with twenty years’ project analysis, design and implementation experience for large and complex IT systems. Howard is the IT and technology lead for all of our work. His particular expertise is in database and management information systems that synchronise in real or near real time in low-connectivity contexts.

Recent projects Howard has worked on include developing: an SMS-based attendance reporting system for Girls’ Education South Sudan (GESS), the Human Resources Information System (HRIS) for the Ministry of Health in South Sudan through the Health Pooled Fund, and a HRIS for the National Civil Service Commission in Somalia. He also developed the South Sudan Electronic Payroll System (SSEPS) and lead a Teachers’ Records Management Programme in Sierra Leone.

Since 2018, Howard has supported the Government of the Kingdom of Lesotho in implementing a national Biometric and Payroll Census designing bespoke data collection tools and a corresponding online platform that facilitates real-time data analysis (https://census.lesothohr.info/login). This project has resulted in almost 50,000 public officers and Voluntary Health Workers being enumerated across all ten country districts.

Howard has worked with us, and, previously, with Booz & Company, since 2009 and his countries of work experience include Sierra Leone, South Sudan, Rwanda and Somalia, as well as the UK.

Prior to making the shift to technology for development, Howard worked as Technical Manager for Hutchinson Telecom, working on location-based systems, and as Technical Director for Shere Broadband, developing internet service provision to remote areas of the UK.

Howard received a BA in Physics from the University of Sussex before degrees in IT were available.
