Heiða Kolsöe is a specialist in systems implementation and governance in post-conflict contexts. She has a unique track record of collaborative leadership at subnational level, in South Sudan and Afghanistan, and of sustained service and achievement over more than four years in non-benign environments, including safe and productive team leadership.
Heiða Kolsöe has over two years’ experience working in the States of South Sudan, in Unity, Upper Nile and Lakes States from May 2010 and previously in Eastern Equatoria State providing comprehensive technical support and building local government capacity, in a range of systems implementations, including payroll, HR and attendance systems roll-outs, working with Booz & Company and then Charlie Goldsmith Associates.
Heiða has particular expertise in applying systems approaches in the basic services sectors, most recently evaluating the DANIDA-funded Teachers’ Salary Support Project for Save the Children (UK) in Somalia (Somaliland), and previously conducting an evaluation of the ICEIDA-funded Adult Literacy Programme in Malawi.
Prior to South Sudan, Heiða worked in Provincial Reconstruction Teams in Afghanistan for sixteen months in the field of reconstruction and development. Heiða holds Bachelor and Master degrees from the School of Oriental and African Studies (SOAS) in London.
