Saving Lives in Sierra Leone (SLISL)

2017–2018

As part of DFID's Saving Lives in Sierra Leone programme, we are working with the Ministry of Health and Sanitation to further strengthen attendance monitoring of health workers, particularly at facility- and district-levels.

Health Pooled Fund South Sudan

2012–2017

Five year programme to support health services in 6/10 States of South Sudan, and core national systems. Funded by DFID, working with Ministry of Health, Government of the Republic of South Sudan, consortium led by Crown Agents. We lead on support on practical public financial management, which has included helping MoH define their PFM benchmarks, support to harmonisation of NGO health service delivery staff salaries, and developing a Human Resource Information System for health.

South Sudan Health Sector Mapping and Facility Survey

2016–2017

In partnership with the Ministry of Health, a mapping of partner activities in the health sector in South Sudan, a mapping of the information systems in use by various actors and a survey of a sample of health facilities covering clinical services, human resources, and public financial management.

Education Payroll Manual, Puntland State Government

2017

Working with the Recurrent Costs and Reform Financing (RCRF) project, we are working with the Puntland Ministry of Education and Higher Education and the Ministry of Finance to develop a education payroll manual for the Puntland Government.

Support to Human Resources for Health Donor Working Group for Somalia

2014

A DFID-commissioned review of key Somali donor and partner contributions to health worker incentives and top ups, describing implications of new salary scales (see "Review of pay and grading in the Somali health sector"), and making recommendations to the donor working group for human resources for health.

Review of pay and grading in the Somali Health Sector

2012–2013

We helped the Somali health sector define a package of systems improvements and a harmonised pay and grading scale to be used by all partners, and to be a target for government remuneration, working with Mannion Daniels, funded by UNICEF. A year later, most partners have either adopted or got close to the pay scale, and significant progress has been made on the systems improvements.

Interim Support to South Sudan Electronic Payroll System

2012–2013

We were funded by the Joint Donor Team for South Sudan to continue to provide support to the South Sudan Electronic Payroll System, which we had helped the government set up and roll-out over the preceding four years, and through which 150,000 public servants' pay, across more than 300 institutions, is processed every month, and which GRSS has since sustained without external support for over two years.

Support to Sierra Leone Ministry of Health and Sanitation on Payroll, HR and Attendance 1

2011–2012

In Sierra Leone, under Options UK and funded by DFID, our team supported the Ministry of Health and Sanitation's Human Resources for Health Directorate as well as broader central government, to set up and run an Attendance Monitoring system, and improve HR and Payroll information, to standards needed for DFID and Global Fund support to new higher health staff salaries to be released, and sustain data and reporting quality.

Development and implementation of South Sudan Electronic Payroll System

2011–2012

Our team, first as part of Booz & Company (2008-2011), and then, from mid-2011, as Charlie Goldsmith Associates, subcontracted by Booz, helped the Government of the Republic of South Sudan (and its pre-independence predecessor) to set up and roll out the South Sudan Electronic Payroll System (SSEPS), starting from education and health, and then rolling out across the whole public service. 150,000 public servants' pay, across more than 300 institutions, is processed through SSES every month, and GRSS has now sustained it without external support for over two years. SSEPS has been a flagship practical public financial management reform, and has made possible major increases in resources for health and education pay.
